James Moran, as a former longtime House appropriator, said he doesn’t think congressional Republicans are eager to enact many of the budget cuts proposed by the new administration, including for environmental programs. “Most of EPA funding goes to water infrastructure grants,” he said, which leaves “virtually nothing but some salaries and very small programs” and thus “doesn’t give you much money” for other Trump Administration priorities.
