Stephen Kranz told a House committee that the current online sales taxation is plagued by “inconsistent and unpredictable state-by-state action address[ing] collection,” as well as aggressive policy and audit positions taken by state revenue agencies. Mr. Kranz said that “the only viable alternative” to this is for Congress to create a federal framework for Internet taxation “based on a compact among the states but which leaves intact the general ability of states to decide whether, and on what, to impose a sales tax,” also cautioning against the implementation of an origin-based sourcing system.
