Overview
Eric Zimmerman predicted that proposed legislation in the House of Representatives to repeal and replace the Medicare sustainable growth rate will be unacceptable to fiscal conservatives in the House and Senate because they will argue the bill should be completely offset at the time of enactment, not with spending cuts in a budget proposal. A partial offset is probably the biggest barrier that would need to be overcome, Mr. Zimmerman added.
