Diann Smith observed that when she invited Massachusetts Department of Revenue Deputy General Counsel Michael Fatale to speak at meetings of the Council on State Taxation, “He was always very good at explaining exactly why they [the department] were doing what they were doing. And that’s the No. 1 issue for taxpayers.”
