Jacob Hollinger said he was “surprised” that the EPA’s new plan to cut power plants’ carbon dioxide emissions places such differing demands on various states. “The implications aren’t totally developed yet, and that is something people should be scrutinizing very carefully,” Mr. Hollinger added.
