Stephen Ryan suggested that, with a slim Republican majority, “the Senate complexion is going to be the same as it is now in the sense that neither party has 60 votes. If you have 60 votes you could jam through the nominees if it was for your party or you could reject them if it wasn’t for your party. We’re going to be in the same nether region.” But Mr. Ryan added that “simple control of the Senate is an enormous advantage” procedurally.
