Mark Yopp, speaking at the Georgetown University Law Center Advanced State and Local Tax Institute, said that the major impact of economic and technology changes means taxpayers must continuously monitor all tax policy developments, not just case results and legislation. “If you are not plugged in, it can really affect you.” Mr. Yopp cautioned, adding that another key factor is the uncertainty facing tax administrators who must deal with the changes while generating more tax revenue.
