David Noren said that “nobody as a practical matter was all that excited” about the new tax bill’s provisions to encourage the return to the US of company IP portfolios held offshore, because “you have to be pretty brave, if you have IP sitting safely outside the U.S., to bring it back to the U.S., trusting that there’s not going to be a change in law five years from now that would make you regret that.”
