Stephen Ryan called it “unproductive” for a Texas federal judge to threaten the Secretary of Homeland Security with a contempt-of-court appearance to testify about alleged failure to observe the judge’s order blocking Obama Administration immigration policies. “I’ve never in 34 years of practicing law either seen or heard of a case where the head of a department gets drawn in” to testify, Mr. Ryan said, adding, “It just doesn’t happen. It’s just not a practical measure.”
