James Moran said that “if we want to get serious about funding the government in a responsible way, if we want to get serious about the Congress once again becoming a functional institution,” there has to be “a serious discussion” about restoring budget earmarks. He explained that if members don’t have “some skin in the game … the easiest thing to do is vote against [a budget] and take credit for saving taxpayer money.”
