Joel Chefitz said that airline pricing conduct that is being investigated for collusion appears “perfectly consistent with independent actions,” especially in an industry where consolidation that was approved by the government has created an oligopoly. “I would be shocked frankly if that actually happened,” Mr. Chefitz said of explicit collusion in the airline industry. “Would they have been dumb enough to get together in an airline lounge and discuss capacity? I doubt it.”
