Miller Baker assessed the impact of a Senate rule change by Majority Leader Reid which maintains the requirement that 60 votes are needed to overcome a Supreme Court nominee filibuster, saying with regard to potential Court appointments that “if there is a vacancy, Harry Reid is going to rue the day that he made an exception for Supreme Court nominees.”
