Diann Smith said Delaware’s proposed examination manual for unclaimed property audits is overly broad and fails to address the real challenges holders encounter in the process. “These [proposals] are great if they’d come out 10 years ago because they address an audit process that 10 years ago was just developing and confusing to a lot of holders,” Ms. Smith said. “But now the audit process is so engrained.”
