Marc Sorini called the federal Tobacco Tax and Trade Bureau’s decision to crack down on “pay to play” beer distribution arrangements “an easy one for them” because it built on a Massachusetts enforcement action. The federal move “will have some deterrent effect, absolutely, but it didn’t take a lot of resources or a crystal ball to piggyback on the state investigation,” Mr. Sorini added.
