Charles Buck said current laws “assume aligning incentives is an bad thing” and “keep doctors and hospitals a little bit at arm’s length” in moving toward value-based care. He did, however note that current CMS payment models which reward outcomes, although “still problematic and mindlessly complicated,” represent “a fundamental shift” in the federal government’s definition of healthcare value
