Bernard Codd expressed caution about a Patent Office plan for applicants to include an optional glossary of key patent terms, saying that “the patent owner can’t broaden the claims to cover would-be infringers that are a little different from what the glossary definition is.” However, Mr. Codd added, if the plan is popular, “I can see the USPTO making it mandatory.”
