Jacob Hollinger said that oral arguments in the District of Columbia Circuit court regarding forthcoming EPA rules limiting carbon dioxide emissions from U.S. power plants could shed light on future litigation against the carbon rules. “How skeptical do the judges sound on EPA’s authority? It will be interesting to see what clues the arguments provide,” Mr. Hollinger noted.
