Writing Tax Reform Rules to Challenge IRS, Experts Say

David Noren told a District of Columbia Bar Association meeting that the new tax bill pressures the IRS to “get this massive amount of guidance out very quickly, while at the same time facing more pressure than ever before to explain their reasoning in detail in order to position themselves to defend their guidance in court,” adding that “obviously, people aren’t going to complain about favorable guidance.”
