Anthony I. Fine focuses his practice on infrastructure & resources, handling economic and social public sector infrastructure projects as well as outsourcing. Anthony is widely recognized as a leading authority in the market, with over 35 years of experience. He acts as trusted counsel for government, public listed and private corporations as well as individuals. He advises at board level, adept in delivering precision legal advice with a keen eye to commercial practicalities and the overarching strategic aims of the business.

Anthony practice is truly global, working in several jurisdictions across a number of sectors including health, prisons & justice accommodation, education, defence, government, services, transport and energy. He has considerable experience in the renewable energy fields and has undertaken market leading nuclear projects in the United Kingdom and abroad.

Recognized as a key advisor in the PPP market, Anthony has been involved in PPP since its inception in the early 1990s, during which time he has worked on various complex and pathfinder projects across a number of sectors throughout Europe. He has innovated at the public/private sector interface and devised new commercial and legal structures to support required outcomes. He has been involved in M&A and regulatory activity globally from both a commercial and legal strategic viewpoint.

Nuclear

  • Advised a consortium in connection with GBP 2 billion 10-year term contract for operation and management of the Nuclear Weapons Establishment at Aldermaston and AWE convoy*
  • Advised a UK Plc in its capacity as a consortium member in connection with the competition held by the Nuclear Decommission Authority (“NDA”) to secure a Parent Body Organisation (“PBO”) for the Sellafield nuclear site*
  • Advised a consortium in connection with Framework Agreement with Magnox relating to decommissioning and other works on Magnox Nuclear Power Stations*
  • Advised a contractor in connection with GBP 350 million contract for the provision of fully integrated facilities management services for British Energy at all UK sites both nuclear, coal fired and administrative, involving detailed advice on nuclear and insurance related issues*
