Overview
Conor Gilligan focuses his practice on regulatory matters, particularly arbitration, international trade, Latin America, litigation and trade remedies and trade agreements.
He has experience representing a foreign government in an international trade dispute, as well as supporting representation of another set of clients in investment treaty arbitrations.
Conor has worked on several pro bono matters, including successfully appealing an adverse Social Security determination before an administrative law judge.

- Representing the Government of Canada in the CVD, AD and Injury cases concerning softwood lumber from Canada*
- Representing Canada in challenges to US findings of subsidies regarding Canadian softwood lumber in the Lumber V dispute*
- Representing Canada in all NAFTA proceedings before binational panels challenging the Department of Commerce’s CVD and AD determinations in Lumber V*
- Representing the Colombian Federation of Biofuels in the CVD investigations of ethanol from the United States*
- Representing the Government of Canada in the CVD case concerning wind towers from Canada*
- Represented the Chief Operating Officer of an American multinational media conglomerate in a high-profile dispute and resulting litigation regarding defensive measures to proposed merger*
- Represented Ukrainian investors in multiple arbitrations against the Russian Federation under the Russia-Ukraine Bilateral Investment Treaty arising out of measures carried out after the Russian annexation of Crimea*
