Overview
Clare E. Connor (formerly Ranalli) focuses her practice on health care regulatory and transactional matters, with an emphasis on the Certificate of Need (CON) process. She also provides legal counsel on governance, entity formation, medical staff issues, facility licensure and accreditation.
Clare represents hospitals and physicians on a broad range of regulatory issues before the Illinois Departments of Public Health, Healthcare and Family Services, Professional and Financial Regulation and the Illinois Health Facilities and Services Review Board. Additionally, Clare has experience and interest in public health initiatives and related grant funding.
Results
- Obtained CON approval in 2015 for a contested $300 million replacement hospital project that involved a nine-month battle before the Health Facilities & Services Review Board
- Negotiated and closed on the 2014 sale of a nonprofit behavioral health hospital, with a primarily Medicaid population, to a private equity company, and was involved in obtaining the required CON and attorney general approval for the change of ownership to a for-profit entity
