David Saunders, a partner at McDermott Will & Emery, added that this difference may be adopted by other states. “Before Utah, I would have suggested to you that the Virginia model was the one that we are going to see more repetition of because of the proposed bills in states like Connecticut and Ohio,” Saunders said. “[The pending laws] look and feel a lot like Virginia and Colorado.”
