He helps clients develop and execute strategies to achieve market advantages, informed by real-world risk analyses. Clients turn to Steven for his deep knowledge and experience with complex regulatory issues, including the following:

• Third-party payor revenue optimization, including participation and reimbursement, coding and billing strategies
• Provider-specific regulatory frameworks, including health facility licensure, corporate practice of the professions, clinical laboratory and diagnostic testing facility regulation, hospice reimbursement, and the dispensing of durable medical equipment and prescription medical devices
• Federal healthcare program audits, investigations and appeals
• Changes of ownership and control over healthcare entities
• Compliance program structuring.

Steven is a recognized thought leader on the New York State laws and regulations governing transactions involving New York healthcare entities, including hospitals, ambulatory surgery centers, dialysis clinics, home health and home care services agencies, and other entities subject to the Certificate of Need and Department of Health notification processes.

Steven serves on the LGBTQ+ subcommittee of McDermott’s Firm-wide Justice, Diversity, Equity & Inclusion Committee.

While in law school, Steven served as an editor of The Georgetown Law Journal.
