Emily Jane Cook advises healthcare providers on complex regulatory and reimbursement matters, enabling them to evaluate and mitigate the compliance risks of new business initiatives and existing service lines. As a widely-recognized national authority on the 340B drug pricing program, Emily counsels healthcare providers and other stakeholders on issues related to implementation, compliance and advocacy. With her extensive regulatory experience, she effectively and efficiently provides guidance to clients on a wide range of key concerns, such as fee-for-service Medicare and Medicaid reimbursement, billing and coding, licensure, survey/certification and accreditation, and compliance with Medicare and state fraud and abuse requirements. She also advises clients facing government audits, whistleblowers actions, and self-disclosures, working to preserve their government program participation and reduce or eliminate government program refunds and administrative penalties.
In addition, Emily works with providers, including hospitals, health systems and academic medical centers, to develop and implement innovative care models, including collaborative care models across facilities and between different types of clinical professionals. Her counsel enables her clients to maximize care quality and efficiency while maintaining regulatory compliance.
For more than five years, Emily counseled hospitals, skilled nursing facilities and clinics on Medicare reimbursement and regulatory issues in her role with the US Department of Health and Human Services, Health Resources and Services Administration (HRSA), Federal Office of Rural Health Policy. During her tenure with the HRSA, she worked closely with staff from the Centers for Medicare and Medicaid Services and other federal and state governmental agencies to address regulatory barriers to healthcare delivery. Emily was also advised senior HHS officials on Medicare and Medicaid regulation and reimbursement issues impacting rural communities and health care providers and served as the senior policy advisor to the National Advisory Committee on Rural Health and Human Services, advising the committee on key issues related to health care policy.
