Declan McLoughlin focuses his practice on corporate crime, investigations and compliance matters, bringing particular experience in highly regulated sectors including financial services, energy and technology. He has experience in conducting both internal and external investigations for clients on their most sensitive matters, including involving senior executive misconduct and other reputationally sensitive matters as well as associated litigation.
Declan has acted for banks, investment firms, fintech companies and energy-sector clients in enforcement and compliance matters before a range of regulators, including the FCA, PRA, Ofgem and overseas authorities. He also has experience advising on risk management, governance and compliance frameworks in relation to corporate crime and regulatory systems and controls. Declan has recently spent time on secondment to one of the UK’s largest retail banks to assist on the regulatory and litigation aspects of a major intervention by the Financial Conduct Authority.
Declan also has a thriving pro bono practice, which includes appearing in the first tier tribunal to challenge decisions made by the Secretary of State for Work and Pensions in respect of benefit entitlements and providing housing advice at multiple East London clinics. Declan also chairs a medium sized multi-academy trust’s Finance Audit and Risk Committee, and sits on a leading international university’s research integrity committee, where he adjudicates on research misconduct cases.
