Peter Faber wrote this bylined letter to the editor about the bill introduced by New York Governor Cuomo allowing taxpayers to use charitable contributions and volunteer activities for establishing domicile in estate tax determinations. Although the legislative process for the bill “is far from over,” Mr. Faber wrote, “I suspect that this provision will not be controversial and that it will be included in the final bill that is passed by the Legislature and signed by the governor.”
