Lionel Lesur said it is unlikely that 37 modeling agencies fined by France’s Competition Authority for collusion on fees will appeal the decision. “The fines are rather low, much lower than the upper limit the authority could have imposed,” Mr. Lesur noted. “In practical terms, even in the context of reputational damage for the bigger agencies, it would not even be worth the legal fees.”
