Jacob Hollinger said that the renewable energy incentives in the EPA’s new Clean Power Plan are “ahead of the rules,” but “there is so much movement in that direction anyway” that the Plan could add to the fact that “there is so much distributed generation development going on.” Mr. Hollinger said that because the Plan is “probably the biggest Clean Air Act rule-making in 25 years” it will face litigation, but added it is hard to predict what will happen.
