Michael Peregrine addressed the troubled internal probe by soccer’s governing body to investigate the bidding process for the 2018 and 2022 World Cup tournaments. “It’s a great example of how a governing body can mismanage the results of an internal investigation,” Mr. Peregrine said. “You never want the process by which the investigation was conducted to be more controversial than the investigation itself.” The resulting controversy, he continued is “a great reminder to the board to focus as much on the process as what you do with the report.”
