Stephen Ryan, noting that the agency at the heart of the George Washington Bridge scandal uses federal funds, asked, “Does that mean there’s a federal crime? It’s hard to tell right now if there’s anything like that.” Mr. Ryan, a former federal prosecutor, said “the real risk” in the matter “is a coverup or a lie to investigators.” Because New Jersey’s governor formerly headed the prosecutor group that is now investigating, Mr. Ryan added that while “it’s always awkward when you have to investigate your former boss, there’s certainly a new U.S. attorney who could do it with personnel who have no emotional tie or supposed conflict of interest.”
