The Office of the National Coordinator for Health IT (ONC) established three types of “actors” that are subject to information blocking regulations – healthcare providers, health IT developers, and health information exchanges and networks (HIE/HIN). Provider organizations that offer data sharing technology or services to other groups may fit the definition of more than one type of actor, and that comes with additional compliance requirements and potential penalties.
